Received my ITE score from this year. Says that my scaled score is 23, what does that mean? There is no reference to how others did at the PGY1 level.

It's OK for a PGY1. Passing is 32. Maximum is 50, AFAIK.

They might not calculate percentiles for CA-0's, because too few of them take the Anesthesia ITE.

23 is 73 percentile for PGY-1

Report should've come with a packet and breakdown which gives your raw score and correlating percentile compared to other PGY1s.

FYI- PGY 1 ITE is really just for your own benefit. Nobody gives it any weight when applying for a fellowship, so said one of the directors at my institution.
