Just wondering - has Health Canada changed their policy on requiring a copy of your provincial health card in order to qualify for a J1 visa?

I remember reading on the site sometime last year that you need to provide a copy of your provincial drivers license AND a copy of your provincial health card in order to prove residency. Now it says this:

3. Proof of Province of Residence
Provide a photocopy (both sides) of your provincial Driver's Licence and one other government-issued document that bears your current address as evidence of current residence in that province.

Proof of residency in Ontario is demonstrated by providing a copy of the following:

(1) An Ontario Driver's Licence issued at least three months before the date of application; and

(2) One document displaying your name and principal and permanent Ontario address from List 2 (Proof of Residency) of the Ontario Health Coverage Document List with personal financial information blocked out.

So now you still need a provincial license but instead of your health card, you can show something from List 2 of the OHIP list? Is that correct?

I haven't called Health Canada to verify this information. I was just wondering if someone who is in the process of applying for a J1 from Canada knew if this was true or not.

Here's what program administration explained. Ontario health card is to be used for health services in Ontario, only. {ontario health act?} The card is not to be used for other purposes, such as proof of residence, or identification. This is the reason the card is no longer being requested as proof of residence in Ontario. The 'list 2' is a list of documents from OHIP that the person can use to prove residence in the province. If you don't have anything from the list and you don't have a driver's licence, ASK.
