I have not rotated there, because they only accept Mt. Sinai, SG, and NYCOM students. If you are not from those 3 schools, fohgettaboutit. I do know a lot about the city, and the pathology is amazing, the hospital is bright, new, and clean, and the city is very diverse. A few blocks west of the hospital are gangs, subsidized housing, and dumps you would never drive twice through, and then a few blocks east towards the waterfront are mutlimillion dollar apartments, luxury high-rises, fine cafes, coffee shops and restaurants, and the exchange place path station nearby is a 4 minute ride into Wall Street, NYC.
I will have to leave my honest opinion to myself, but the facts are 99% if not 100% of the IM residents are IMGs. If you are - great, if not, then rotate at a place that you at least have a chance of getting into for residency.
