In these special circumstances, would other medical schools allow med students to transfer in?

For example what if U Michigan runs out of all their money and their medical school is just "canceled." Wouldn't their students be able to transfer to other medical schools without going through the application process again?

The only remotely similar example I could think of is Tulane during Katrina. Baylor took on a bunch of students and residents. http://www.ncbi.nlm.nih.gov/pubmed/17762246

With the amount that med schools charge, I'm sure students would look into some kind of lawsuit if the school was just cancelled and made no provisions for them. It would be a mess, so I would like to think that the school would make plans for students to transition to other schools
