Journal follow-up question

So, I'm in a bit of a weird situation:
-Submitted an MS to a top (APA) journal in my subfield in December, where I really like the editor
-Got an R&R decision back in early February, along with an invitation to the join the editorial board, which I was told by the editor was official enough to put on my CV (yay!)
-Resubmitted the R&R in early April
-In mid/late May, the status of the MS changed to "reviews completed". Emailed the editor politely asking if would be possible to get a decision by the end of our grant year. Heard back that the editor is hoping to get one other review in; okay, great, legitimately no problem.
-End of June, I email the editor about getting an official letter with my editorial board status for my tenure file. Editor says sure, will send soon, and that they'll make a decision on the MS that weekend (awesome)
-Don't hear anything for 2-3 weeks, so politely email the editor check in. Apologizes, says I will get those the next week (end of July).
-Still haven't heard anything, email the editor last week. Mid-last week, editor asks if I got a letter from the system and if not, she will re-send it the next day (not sure if this relates to the MS or the editorial board position). Reply that I haven't received anything; could they please send it again? Status of the MS in the system is unchanged. I am really confused.

Do I email the editor or journal manager or will that risk being seen as a pest?
