Just depends on the lab. Maybe your friend should follow up with the PI with a brief email.

Depends on the PI. Mine told me in the interview that he would most likely offer me the position, and I received a personal email as well as an email from the secretary to begin the paperwork the next day. PIs may be looking at multiple candidates at once, so a follow up is a great suggestion.
