Keto-Enol Tautomers

So in Keto-Enol tautomers, the reaction is catalyzed by water and not a strong base. Water is able to accept the proton from the alpha carbon and donate it again to the nucelophilic oxygen. Is this correct? are there other solutions that can catalyze this rxn?
