As the link above describes, you can register right up until the ROL deadline.

However, if you haven't registered I can't rank you. Therefore, if you register after I've submitted my rank list, you will not be on it.

Therefore, you absolutely want to register before programs start ranking -- unless your sole purpose is to get the scramble list, then you can register any time you want.
 
I forgot to register for NMRP until 2 weeks before ranklists were due.

I e-mailed every program on my ranklist to let them know that I was late registering for NMRP, and matched at my first choice.

You shouldn't have any problems if you register now.
