You should receive several interviews from your list. UConn and OHSU admit few non residents with no connection to the state.
You could add any of these schools:
Washington University (in St. Louis-they like high stat applicants)
USF Morsani
Jefferson
Rochester
Pittsburgh

How many applications would you recommend given my profile? Is 35-40 too many?

You do not need more than 35 schools. Tufts has a Maine track. UMass is also admitting more non residents.
