I took leave of absence and was wondering how much this would affect my chances this year. My board scores are 99% Step 12,3, I am a US grad. I wish I had realized what I wanted to do sooner but I guess that's life.

I took leave of absence mthis year during my intern year (as a prelim for another specialty) and completed it on a good note. I was wondering if this needs to be disclosed if I apply for psych this year. Thanks in advance.

Yes, you will need to disclose your LOA. Your previous director will be required to report it to all licensing agencies as well as other training programs.
 
If you ended on a good note, have the blessing of your training director and there is a good reason for the LOA it should not affect you significantly.

What your current program says about you will be very important.
