Legally bound?

What does it mean when someone is "legally bound" to their rensidency match. If they match, they have to go?

That's the point of the match. You rank programs. Programs rank applicants. A big computer somewhere sorts it all out. You end up with one place that you have "matched" at.

wow... I'd hate to be the guy that doesn't match anywhere. So if someone listed all competitive residencies, they run a higher risks of being screwed (not get matched at all?)... that would suck

yeah, it would. In that case you can scramble. It is like it sounds. 2 days before match day, you find out whether or not you matched somewhere. If you didn't, the next day you can call programs that still have open spots and see if you can send them your info. You don't really have the luxury of going to check the program out, and you can't even be sure you're going to get an area you are interested in (you might end up in peds even if you hate working with kids). it's much better to rank a "safety" program than have to scramble.
