Letter of interest for fellowship program?

Do people do letters of interest for fellowships? I did a few for residency and I got interviews out of a couple of them. There is one program in particular that I know that sent out interview invites a couple of weeks ago and it happens to be in the city I'd like to end up. It's not a top 20 program so it's not like sending a letter of interest to Boston Children's. Any thoughts?

It’s probably not gonna hurt—it may not HELP, but if you have a legitimate reason that you’re interested in that program moreso than others, why not?
 
Hi OhHello99! I haven’t done it personally but I don’t think it will hurt. Try to write sth brief and sweet. It might be even better if you can have a faculty (eg from hem/onc if you are applying to hem/onc) reach out to this program on your behalf or your PD.

I've done that for this season. There were two that I had a specific interest in, so I wrote to the PDs. I got an interview invitation a few days later at both places.
