Is it unheard of to send a letter of intent to you top choice school along with your secondary?

Waste of time. How can you explain that they're you're top choice when you've seen nothing else? Also, the biggest benefit of an LOI is that many schools will rereview your app after you send one. So they are best sent after being put on hold or waitlisted.

Just wait. There is no sense in sending one now. It won't be very high quality.
