letters of Recommendation

I asked evaluators to send out hard copy of Rec. to the
programs. My question is that the Rec. should be started with " Dear ( director' name) or ( chair's name)"?
Evaluators asked me about that. Some programs have different person each position and others are same person.

any suggestion?

I used Dear " Director's name".
Also 'mail merge' feature in MS word is also very useful.
