Letters?

I'm curious, if they reject you from a program, do they at least send you a letter saying they rejected you? Or are you supposed to assume that they did?

Ok, so this one program didn't even download my application! What gives? How do they reject you if they haven't even looked at it? They didn't have any notice on their website saying they weren't accepting any more apps. That's a waste of my $ if they are not even going to look at it.
