If you graduate from a school in california can you practice dentistry in NY? If not do you have to get a license to do so? If so, how does the process work?

Yes, but you will have to prepare yourself for the NY state board and pass it. NY board will be different from CA board. CA schools prepare students for CA board, so you'll need additional preparation. Maybe someone can shed some more light.
 
There are two ways to get your license to practice in New York State:

1) Pass the North East Regional Board exam. This will allow you to practice dentistry anywhere in the 15 states covered by the NERBs.

2) Do a PGY-1 residency in New York State. Completing a PGY-1 residency in New York State will automatically give you license to practice in NYS without having to take a board exam, BUT this license is good only in NYS and nowhere else.
