List as one experience or two?

If one were to serve as a volunteer for a program and then the following year take over as the chair of said program, should these two things be listed separately or within the same "experience"? Just wondering if anybody else has run into this issue and what they decided to go with. Thanks!

I just listed it as one. For the position I put volunteer ____/Chair, and then explained how the role switched and what I accomplished in the description box below.
