List of schools that grant instate tuition eventually

Money is a big issue to consider and although there are old threads on sdn, I haven't found any updated ones on schools who allow OOS students to pay instate tuition eventually. Does anyone know of schools or states that do this? It would be even more helpful if someone had a bigger list.

Someone said that Ohio, NC, and NY schools do this?
