loan for 3rd year resident

Anyone know if loans are available for a resident who is past first year. I know there is the residency relocation loan but that is only for 4th yr med students and for the first 6months of residency. I am a third year resident so I am not eligible for that loan----are any available for residents; what about fellowships since I am starting a fellowship in July
