Localized/delocalized lone pairs?

Could someone explain what defines a lone pair as localized or delocalized? I don't understand how you know whether a pair of electrons are in an unhybridized p orbital or not. I'm getting a little confused when it comes to aromaticity and determining whether something is aromatic. How do you know which electrons to count?
