LOI - who should it be addressed to?

I am getting confused with all these titles. What is the difference between these titles: "Associate Dean, Admission" "Assistant Dean of Admissions" "Director of Admissions" "Dean of Admissions"?

I am trying to send a LOI but the school does not have a Dean of Admissions (highest position I think), just Associate and Assistant Deans.

sometimes the head of the admissions department is not a full-fledged dean. it varies by school. that's why it says "associate dean of admissions" or something like that.
 
Usually the Dean of Admissions or the Chairman of the Admissions Committee. Basically whoever is the top dog in the admissions department and has the power to tip the scales in your favor.

In your case, it seems like it's the "associate dean."
