Step II is just knowing a lot of information, which requires study and repetition. The concepts aren't that hard, and I don't see how tutoring would help. But to each their own.

Presentation of the information in a meaningful way helps solidify the answers. Memorizing lists is hard for most people. Adding audio-visual cues (the person speaking, colours on the board) help to reinforce learned pathways in circuitry in the brain.
Some people need more than "just read."
Also, educational research from every level shows retention increases with active learning. Tutors dont just preach (worst retention), they get you involved in the content you have been reading. The combination of reading with involved content yields the highest result.
