Looking for states to practice - medmal environment

Hello all,
My wife is an internal medicine resident and has her heart set on a Pulm/CC fellowship. We are currently living in South Texas (RGV), and I am doing quite well at the moment there, but there are no fellowship opportunities in the area, nor do we really want to stay there long term anyway. I finished residency relatively recently (about 1.5 year ago) and one of the things that I have enjoyed about being in Texas is the excellent medical malpractice law/environment. However, there are only so many Pulm/CC programs in Texas. So, I'm trying to come up with a list of states that would be friendly in a medical malpractice sense, which is really my #1 consideration (haven't been sued, and have no interest in being sued). I know about the AAEM State by State article, but it was published a few years ago, so I'm not sure it's still completely accurate and up to date. A secondary consideration is some sort of nature... would be nice to have some trees here and there, which aren't exactly prevalent in the desert down here.

To get nature and trees (mostly palm) all you have to do is move to Brownsville! Since this will not solve your fellowship problem though, has your wife applied for fellowships in Austin (nearby hill country is lovely), Dallas, Houston, or Galveston?
 
Wisconsin here, medmal is very decent here, burden of proof is significant as well as there is a very fat patient compensation fund for any judgements for the patient in excess of 1 million so malpractice is a lot cheaper too. I think when I started here, malpractice insurance was 40-50k in illinois and 12k in wisconsin.
