I can assure you no one from a state school with 27,000+ students gets a letter from a dean.

Actually, I go to a state school with about 25,000 people and I could get a letter from the dean of academic affairs and dean of student affairs if i wanted to... iknow them both pretty well
 
IU has told me that I need to get a letter from the Dean of Students so the OP is not crazy. 😛
 
yeah, getting a letter from a dean isn't that unusual. the premed committee letter is written by a dean at my school. but i'm sure that you don't 'need' one from your dean, especially if you feel the letter won't be very helpful to your application.
