LOR - to wait or not to wait??

Here is the story:

Already submitted, verified and have 5 secondaries completed, but they wont look at them till my letters of recommendation are in. . . I have a committee letter from my school, but they are waiting on one last LOR from the volunteer office at the hospital I worked at (patient interaction volunteering).

I already have letters from:
2 science professor
1 asst. chair of undergrad department (i'm non-trad)
2 former employers
1 PI of research study I work on

I've been repeatedly contacting the person at the volunteer office to send the letter in since February. . . Finally, they claimed two weeks ago it would be sent, it hasn't.

Is it even worth waiting at this point? Should I just have them send the committee letter without it, since the volunteer work is listed in my work/activities?
 
Considering you've been trying to get it for the past 6 months, just submit. If any of the schools specifically require a clinical letter, send it by itself once (if it ever) comes through.
