why do some profs want to see your personal statement to write you a letter of rec?

and for the profs who don't ask, is it a good idea to send it to them anyways?

If a recommender wrote a letter a year before you apply, is it a good idea to have them change the date of the letter to the year you're applying so it's more recent?

Updated dates are good.
But if you are getting a commitee letter, and the letter is being appended, that's OK as long as the committee letter date is current.
I would just send the personal statement in any case. Plus your CV.
And when you ask LOR ask if they can write a STRONG letter of rec on your behalf.
Those who say yes will often end up being your better letter writers
