Manuscript Question

I'm filling out HMS secondaries, and I have to list a manuscript as either "under initial review" or "submitted", and provide the email to prove it. The only two emails I have are the one from the initial submission, and a second one saying that the manuscript has been assigned to an editor - I have no information as to whether or not it was sent out to reviewers yet. Under which category should I list my manuscript, then? Would being with the editor qualify as "under initial review?"
 
Submitted is the the appropriate status. Of course, it blows my mind that this level of evidence is needed for an application... I don't think we ask this for most Ph.D. applications (though that was decades ago for me). I guess people can hallucinate or misrepresent their manuscripts now...
