How should I add 27ft.4in, 25ft.11in, and 28ft.3in that their average would be 27ft.2 in?

This is how you do this problem.

1 foot = 12 inches (feet is plural of foot) Therefore

27.4 feet = (27 x 12)inches + 4 inches = 328 inches --> eq 1
NOTE how 27 is multiplied by 12 by not .4 BECAUSE .4 feet means 4 inches as there are 12 inches in 1 foot and there are 12 division as you can see in the next calculation

25.11 feet = (25 x 12) inches + 11 inches (from .11 foot) = 311 inches--> eq 2

28.3 feet = (28 x 12) inches + 3 inches (from .3 feet) = 339 inches--> eq 3

Find the average by addding 328+311+339 and dividing it by 3 = 978/ = 326 inches --> average

Now convert the inches back into feet (i.e. divide it by 12 since 1 feet = 12 inches)

326 / 12 = 27.16 feet ~ 27ft .2in
