Since Rosalind Franklin is one of the rare schools that takes internationals and has a bottom tenth percentile for VS of 7, I would suggest you send in the Secondary, assuming your ECs and LORs are optimal (by SDN standards).

Maybe Wayne, if a 1-9% chance is enough for you to take the risk. Their bottom tenth percentile for VS was an 8 last year, but a 7 the year before. These things do fluctuate from year to year.
