Meaning of dismissed, withdrawn, and already graduated?

The quote I'm reading is, "Applicants who have previously been dismissed, withdrawn, or already graduated from a medical school will be considered ineligible to apply..." Are they exclusively talking about people who have already been in medical school?

Dismissed: You were forced to leave due to academic issues or violating some other rule.
Withdrawn: You chose to leave (probably includes cases when people were basically forced out).
Graduated: You already have a med degree, seriously why would you want another??

All only applicable if you have already attended medical school.
