Yes, it's often appropriate to let a program know that in addition to all the other factors, you have ties to the area and therefore are very interested in being there. Usually this is mentioned at the interview.
If it's a husband or fiance, I'd definitely mention it. It seemed to me that many interviewers didn't take it very seriously when I mentioned my boyfriend.
