If your intention is to browse through the webpages faster, I think you can try Google's web accelerator ( http://webaccelerator.google.com/ ) Though the website says it works better on broadband, I've read some commentaries online that it is good for slower connections. It works on the principle of "prefetching" the webpages, if I'm right...🙂
One method is simply to upgrade to DSL or cable. DSL is pretty cheap (25 bucks for phone + internet connection) but service maybe limited in your area. There's really no reliable software out there that will improve your internet speeds.
That google software that "prefetches" your websites works by saving parts of the website on your computer which is the same thing that internet explorer does anyways.
