Michigan UM SPH fee payment page not accessible

Has anyone been able to access the link under "Additional Questions" for UM on SOPHAS? Every time I click on it, it leads me to this Quick Pay page but says "Security Error--The authentication process failed or the page is not accessible to you at this moment. Please contact your site administrator."

Of course, life would be a lot easier if we all knew our site administrators...Can we still send in the rest without paying this fee first? Does anyone know if this isn't working right now because maybe it's considered the "holidays" still?
