Could someone tell me if a Step1 score of 182 is too low to get into Pathology community based program. Obviously, with that score, I have average grades too.

it is good enough score. especially when path doesn't fill in match.

The only score that is too low is failing. That is true of every specialty. There are always exceptions if the rest of the application has impressive areas. But if you fail, not so good.
