Moonlighting hypothetical

Is the following scenario possible and/or practical?

State A has a 3 year residency requirement for initial licensure.

State B has a 2 year residency requirement for the same.

States A and B border one another.

Resident X is a PGY3 in a residency program in State A only a few miles from the border with State B.

Can Resident X apply for a license in State B (since he's met the 2 year residency requirement) and moonlight there?

yes.. you can do that. you don't have to do residency in the state you're licensed in.

Assuming your program allows moonlighting, then yes. Many moonlighting gigs will ask for PD endorsement prior to letting you work there. But a license is a license. What you can't do is get your license in State B and expect to moonlight in State A.
