Moonlighting Neuro Residencies

the local VA pays $800 a night for moonlighting here at my neck of the woods.
 
How much training is required to do overnight moonlighting gigs in general? I'm sure it varies, but can you get a fair amount of moonlighting opportunities after having completed a PGY-1 IM year and getting a medical license?
 
When I was going on my interviews it seemed like more residencies were forbidding moonlighting rather than allowing it- moonlighting counts toward your hours worked as a resident, which means if something happens where the coverage schedule needs to be shuffled around, you can't be brought in to help maintain coverage if you're capped from moonlighting.
 
Neuro moonlighting isn't super popular. Opportunities exist at larger programs. While medicine moonlighting is available at many places, neuro moonlighting is less prevalent. Bigger residencies have more opportunities for things like this.
