I think the process, like anything, will have positives and negatives.

It seems like an attempt to level the playing field after the initial match. The process allows for a more uniform application procedure during scramble. This will level the playing field when it comes to some placements based on connections, but I think will hurt individuals with less stellar applications. The system will make it much easier to just list the remaining applicants by an arbitrary marker and rank based on the list.

The process should do the job of matching a 97%+ of people before the official match day. This will help make the profession look better by avoiding a long and drawn out free for all.
 
It seems like anyone who has a good gpa will have a really solid chance at the best of the programs that remain. The whole concept that "gpa doesn't matter" will hopefully die for good; if you have a good gpa and pass boards, you will look good enough on paper that a lot of programs will take a chance on you, even if your personality is abrasive and held you back on externships, or during interviews.
