Multiple state licensure application

I am currently registering for the NPTE. I live in PA but am also looking for a job in CA. I know you can only register for one jurisdiction at a time for the examination, and I'm doing it under PA. But I'm wondering could I send in my licensure application to both states at once? Or do I have to wait until I take the boards and then apply for the CA license???
