Depends who you ask, what you're looking for, and what your needs are. In general, a handful of programs are routinely mentioned as "top" programs. In no particular order these generally include...

The list is obviously incomplete and other posters will certainly mention other quality places. There are also several smaller programs that are also very good. There are some programs that used to be considered very good that have kind of been on the slide in the last few years. You have to ask around.
