Must be Certified Pharm Tech?

I started working at a Walgreens store maybe about a month now as a pharm tech. I've completed their training and am now considered as a "registered pharmacy technician". The way I understood it was that registered pharm techs can cash out prescriptions to patients, scan prescriptions, check insurance and all of that. While the certified/licensed pharm techs (the ones who took the PTCB exam) are the ones that can actually deal with the drugs and fill prescriptions. However after talking to some friends who are working at a CVS pharmacy and did not take the PTCB exam they said that they fill prescriptions all the time and they didn't need to be certified. I didn't know if that was just a CVS thing or if I was correct in thinking you needed to be certified to deal with actually filling the scripts.

The laws vary from state to state.

thank you for answering! I figured it might have just been a Walgreens policy since I just met up with friends working at CVS so I wasn't 100% sure. thank you though for clearing it up!
