NAPLEX: Confused by rescheduling (50$)/ cancelling & scheduling again(no fee)

Hi,

Here is my situation. I scheduled NAPLEX exam with Pearson vue. Then, due to personnel reason, I cancelled it. Then, I was thinking that they might charge 50$ if I schedule it again. But, when I scheduled it again, they charged nothing. On the other hand, I would had to pay 50$ if I rescheduled it instead of cancelling and scheduling it again. Is not it weird? Has anybody gone through same experience. It looks all ok. I have printed out my confirmation receipt sent by Pearson vue. But am I completely on the safe side? Would not it be some sort of discrepancy.

After that I read NAPLEX/MPJE bulletin. It states that

"Cancellations and rescheduled appointments must be made at least two business days prior to your scheduled appointment. For example, if you are scheduled to test at 9 am Monday, you must call by 9 am on the previous Thursday to cancel or reschedule. Your appointment is not canceled or rescheduled until you receive a confirmation from Pearson VUE. If you cancel without the required notice you will forfeit your testing fee."

What does it mean by "If you cancel without the required notice you will forfiet your testing fee"?
