Well, that's not quite true. Many CNS tumors that are clearly malignant, especially if they are in rather delicate areas of the brain or in the spine, will go straight to radiation therapy without ever being biopsied. Most suspicious renal tumors will undergo nephrectomy rather than diagnostic biopsy (even though some turn out to be benign). There are always clinical scenarios where biopsy is not appropriate or necessary.
 
A tissue diagnosis is still sought after resection, especially to evaluate margins, so the path guys always have work.
