I took the PCAT on July 22nd. My preliminary scores were:

Biological Processes 418 69%
Chemical Processes 430 86%
Critical Reading 404 65%
Quantitative Reasoning 407 62%
Composite 415 74%

I feel like my score isn't as competitive enough. I want to apply to UCSF but the deadline is November 1st so I would have to pay a late fee in order to take the PCAT in September so that my scores can be sent in on time. Should I retake the PCAT? Thanks!

74% is not a bad score at all. If the rest of your application, such as your GPA, extracurricular, experience, etc. is good then you should not spend the money to retake it IMO unless you feel you can significantly improve your score. If your application is lacking you should retake, just so you can be comfortable once applying. Good luck 🙂
