Can I request a meeting with a higher-up? Maybe the chancellor to discuss how this case is not moving forward procedurally??

Yes, but the chancellor is probably not the right person IMO. Maybe your Dean of Students or the Provost/Chief Academic Officer. But as brought up, you should probably put more effort into getting a lawyer or a journalist (last resort) first.
 
Correct. There was no evidence that "I cheated". Professor sumitted the report for all students on the grounds of "they used a formula that I did not teach".
This is just laughable to me. Is the professor just dumb or really this inept. I have never heard of grounds for cheating being "They used something I did not teach". Some, actually most, college professors are terrible or inaccessible so students need to teach themselves.

I slept through college and med school because the teachers were boring, inept, or disinterested. Only way for me to grasp the material was to teach myself. If they applied this litmus test to me, they could have accused me of dishonesty in every class I took since middle school.
