#2: 0.15x = 0.12(x+2)
0.15x = 0.12x + 0.24
0.03x = 0.24
3x = 24
x = 8

With 8 L of mixture and 15% of it HCl (to start), we have 1.2 L of HCl at the beginning. To check our answer, add 2 L of water and we have 10 L of mixture. With 1.2 L of HCl, that's 12%.
