Need PGY2/PGY3 position anywhere

I've completed 3 years of training in allopathic residency program accredited by ACGME. However I can't graduate because state of Pennsylvania has a rule that you can't be promoted from PGY2 to PGY3 without passing Step3 😡. And Step3 results don't come by June.

Willing to work hard, willing to provide positive letters of recommendations, willing to accept PGY2 or PGY3 position in Internal Medicine or Family medicine anywhere in the US.

That's not a state rule...I'm in NY.. Whether osteopathic or allopathic program...AOA/ACGOME or AMA/ACGME -- that is their rule not the state. Sorry.
