Need some help with school "tier" selection

Sup everybody, I am a cycle away from applying and I really need some help on deciding where to apply. I am a degree holding bio engineering major at a top 25 public university, 3.65 cGPA and sGPA, 517 MCAT. Maryland resident.

Countless hours of medical scribe experience, a winter term and a semester of biology related research, another semester of bio-materials engineering research, some previous volunteering experience with Meals on Wheels as well as a possible "service year" position (for the upcoming year) tutoring kids struggling in the sciences at Baltimore City public schools.

I am just trying to get a sense of where this "application" would be competitive.

Probably anywhere. Your GPA is a bit low, but is from an engineering major... that might turn out ok though. Apply anywhere and see what happens because a 517 MCAT will make you strongly competitive and even many top 10s
