I want to know what is the process of doing an independent research study? I recently graduated with my MA in Applied Behavior Analsysis and am now needing guidance on how to start this with the IRB.

I am currently working in a research site on clinical trials for psychotropic medications and am interested in proposing a study on the validity of either the MCCB cognitive battery assessment or the MOCA assessment on schizophrenic subjects. We have a regulatory person in charge of IRB processes, should I consult with her? Or should I consult with my clinical supervisor? I asked my supervisor a while back on starting an independent thesis and she said she will supervise me on that and to let her know if I need any help, but nothing else was said after that. So my question is how should I go about starting this, writing proposal, getting IRB approval, etc, does this need to be done through a university or can I do it independently? Thanks.
