Does majoring in Neuroscience and minoring in Computer Science sound like a good idea? It might be too difficult considering they are both rigorous programs. Combined it would take about 140 credit hours (which is 20 more than you need to graduate), so I might have to take summer classes. Would it be better to just major in neuroscience and then focus on experience during the summer or go for the tough academic route? I'm just concerned that if I don't get into medical school I won't have much to fallback on.

Come on bud, how many times are you going to circle this question? If you like Neuroscience and if you like computer science, then yes by all means go ahead. I am surprised that they would combined require 140 unique credit hours. Usually you can smoosh a lot of the minor into "general requirements" for the major or for the bachelors degree in general. Does your neuroscience major have a set 120 credits curriculum? Alternatively, does your school require that your minors be tacked on to the 120 credit bachelor's degree? Neither of these was the case at my undergrad. I don't think a minor in computer science is going to make that much of a difference, alternative career-wise. I think it is reasonable to start out with just neuroscience and, after a couple semesters, you can decide if you can handle/want to handle a minor.

The combining is generally true, but Neuroscience and Computer Science are so different that it is really hard to combine the requirements. If you were to say major in Biology and minor in Chemistry then about half of the requirements would already be covered in Bio. Neuroscience and CS have about 4 classes in common (which are the core university requirements). I like your idea of starting out with Neuroscience. I don't want to jump into something I can't handle at the start of my collegiate career.
