New York- Is it possible to bill medicaid & medicare with a limited license?

I have a limited Permit in NY- meaning I am on post-doc year currently.

I was hired by another psychologist who is having difficulty finding out whether or not we can bill for services rendered under my permit.

Is there a difference between medicare and medicaid in this respect?

Does anyone know someone with a limited permit who is able to bill medicaid?

I am under the impression that you cannot bill medicare, but you can bill medicaid via a supervising psychologist or psychiatrist if the facility receives at least 25% government funding...that means community mental health centers, public/community hospitals, prisons, VAs, etc. Take it with a grain of salt though. It's just what I've been told and it may be totally wrong.
